KDFMCL Woodland Management Policy

1. Purpose

  • To state clearly the responsibilities of the Keaver Drive (Frimley) Management Company Limited

  • To state clearly the responsibilities of the Property Owner

2. Scope

  • This policy applies to residents of Keaver Drive Housing Development and those of Paddock Hill Housing Estate whose properties back onto the Woodland Areas, the Directors of the Keaver Drive (Frimley) Management Company Limited and Contractors.

  • This policy describes the Keaver Drive (Frimley) Management Company Limited responsibilities and objectives regarding the Management of the Woodland Areas of which it is an owner.

3. Responsibilities

Keaver Driver (Frimley) Management Company Limited (KDFMCL)

​

  • Own and are responsible for the Maintenance and Management of all of the Woodland Areas that surround the Keaver Drive Housing Development and individual trees located within it.

  • As tree owners we are not obliged to cut back any overhanging branches and that our only obligation is to ensure that the trees are safe. In removing any dead, dying or dangerous branches we will have undertaken our duty of care.

  • KDFMCL has conservation responsibility and will exercise this responsibility in accordance with this Woodlands Management Policy, which shall be regularly reviewed and updated as necessary.  Any party wishing to have work performed on trees that grow within the Woodland Areas must seek permission from KDFMCL prior to any works being carried out.  Permission for “Cosmetic” works will be given providing that such works are in compliance with this policy and consistent with KDFMCL’s conservation responsibility for the area.

  • To ensure that the Woodland Areas are inspected every three years and a formal report is written by a qualified Arboriculturist.

  • To identify any” High Risk” or Health & Safety issues every two years.

  • To ensure that any “High Risk” issues identified are dealt with in an efficient and timely manner.

  • To only fund “High Risk” issues identified and will not be responsible for “Low Risk” issues that in KDFMCL’s opinion will be classed as “Cosmetic” and therefore not a Health & Safety issue.

  • To ensure that all “High Risk” maintenance work performed on the Woodland Areas is logged and a record of expenditure is kept.

  • To provide a Management Plan for Woodland Areas that either back onto properties in the Keaver Drive Development or surrounding properties in the Paddock Hill Housing Estate.

  • To ensure an accurate record is kept of ALL properties that back onto the Woodland Areas.

  • To ensure that ALL properties are contacted by letter to advise when Woodland Areas Inspection will take place

  • To whenever possible, ensure that access can be gained via their back gardens in order for a qualified Arboriculturist  to perform their Woodland Inspection which takes place every three years.

  • To ensure that there is a formal process for requesting work to be performed on trees that are located in the Woodland Areas, which must be followed by ALL properties that  back onto the Woodland Areas.

  • To follow the agreed process for requesting work to be performed on trees that are located in the Woodland Areas and back onto their properties.

  • Where a party wishes to carry out work or to have work carried out by KDFMCL, they must ensure that Surrey Heath Borough Council are contacted regarding Tree Preservation Orders before a request for work to be performed in the Woodland Areas is submitted to KDFMCL for its consideration and action in line with this Management Policy.

  • To provide a Conservation Plan for the Wildlife that exists within the Woodland Areas and to ensure that it remains protected as possible and that any human intervention is kept to a minimum.

Keaver Drive and Paddock Hill Estate Property Owners

  • Shall  fund any “Low Risk” issues that will be classed as “Cosmetic” and therefore not a Health & Safety issue.

  • Shall follow the agreed process for requesting work to be performed on trees that are located in the Woodland Areas and back onto their properties.

  • Shall whenever possible, ensure that access can be gained via their back gardens in order for a qualified Arboriculturist  to perform their Woodland Inspection which takes place every three years.

 

Please Note: KDFMCL will not be responsible for the consequences of any “High Risk” works that are not carried out due to lack of access or denied access.

 

  • Shall ensure that Surrey Heath Borough Council are contacted regarding Tree Preservation Orders before a request for work to be performed in the Woodland Areas is submitted to the Keaver Drive (Frimley) Management Company Limited, for action

  • Shall seek permission from KDFMCL prior to any works being carried out for both “Low and High Risk” issues.  Only works expressly approved by KDFMCL shall be actioned.
